We wanted to let you know that the Treasury Department has clarified in its updated Frequently Asked Questions (FAQs) guidance about the Emergency Rental Assistance Program (ERAP) that “rental payments for either the manufactured home and/or the parcel of land the manufactured home occupies” are eligible for financial assistance under the ERAP.  Further, the FAQs state that “households renting manufactured housing and/or the parcel of land the manufactured home occupies may also receive assistance for utilities and other expenses related to housing…”
 
As you know, MHI had expressed strong concerns to the White House, Treasury and HUD about a response in the original FAQs that could create ambiguity about whether people who live in manufactured housing communities should be eligible for rental assistance to help make lease payments on the land on which their manufactured home is sited. MHI, along with its coalition of national housing industry partners, urged Treasury to clarify that manufactured housing communities and residents’ land lease payments are included in the funding assistance.
 
This action by Treasury today also follows a statement by House Financial Services Committee Chairwoman Maxine Waters (D-CA) for the Congressional Record on the passage of the “American Rescue Plan”, reiterating that lot rents in manufactured housing communities are included in the $21.5 billion in emergency rental assistance funding that was appropriated in the bill.
